In the not-too-distant future, the Government is fighting an all out war against Organized Crime. Beautiful Agent 169 (Kerri Downs) is a high-class harlot recruited by the Government to serve on an elite special assassin squad known as FEDSA. These agents-in-training have their deadly skills honed through the use of Virtual Reality (VR) training. This VR program is called Gangland. Failure to liquidate a training target is punished by severe electric shocks. Too many failures and the trainee is liquidated. It isn't long before these agents learn to succeed if they want to survive.

169 is given her first training mission. She is to take out a sadistic cyborg pimp known as Mr. Zen (Nick Long). Having had his genitals amputated in prison, Zen now sports a 9-inch steel alloy reinforced prosthetic cock. 169 is instructed to be his escort for the night, then to liquidate Zen and escape. But things go horribly wrong for 169 when she finds out sleeping with Mr. Zen is more than just distasteful, it's extremely painful.
