In the year 2006, the Government is fighting an all out war against Organized crime. Beautiful Agent 169 (Kerri Downs) is a high-class harlot recruited by the Government to serve as an elite special assassin on a squad known as FEDSA. These agents-in-training have their deadly skills honed through the use of Virtual Reality (VR) training. This VR program is called Gangland. Failure to liquidate a training target is punished by severe electric shocks. Too many failures and the trainee is liquidated. It isn't long before these agents learn to succeed if they want to survive.

Agent169 is given her first training mission. She is to take out the most vicious and sadistic crime boss in the Syndicate, the dreaded Mr. Zen (Nick Long). Having had his genitals amputated in prison, Mr. Zen has a hideous surprise in his pants; he now sports a 9-inch steel alloy reinforced prosthesis. 169 is instructed to sleep with Mr. Zen to lure him into a false sense of security and then go to the restroom where a gun will be hidden. She's then to liquidate Zen and escape. But things go horribly wrong for 169 when she finds out sleeping with Mr. Zen is more than just distasteful, it's extremely painful.
